The BER cert when selling a house: the legal requirement
Checked 21 Oct 2026the Central Bank's mortgage measures, Revenue's rules and the scheme operators' published terms.
You must have a BER before advertising a home for sale. Cost, exemptions, penalties and how a better rating can help the sale.
Check before you hire: a ber assessor should be on the register kept by SEAI. SEAI: register of BER assessors
Written in plain English for the person buying, selling or switching. This guide covers the Republic of Ireland only.
A BER is the energy label on a home. The law says you must have one before you put your home on the market. This guide explains what it is, what it costs, who can issue it, the few homes that are exempt, and how the rating affects buyers.
What a BER is
A BER (Building Energy Rating) is a certificate that grades how much energy a home uses to heat it, light it and heat the water. The scale runs from A1, the most efficient, to G, the least. Each rating is worked out by a BER assessor from the size of the home, the walls, the roof, the windows, the heating system and the insulation.
A BER comes with an advisory report. The report lists the changes that would improve the rating, such as attic insulation, a new boiler or new windows. The certificate and the report are both held on SEAI's national register. SEAI is the Sustainable Energy Authority of Ireland, the State body that runs the scheme.
When you need one
The rules come from the European Union (Energy Performance of Buildings) Regulations 2012. You need a BER:
- Before a home is offered for sale.
- Before a home is offered for rent.
- When a new home is completed.
The rating must appear in every advertisement for the sale, including the online listing, the brochure and the sign. The buyer's solicitor asks for the certificate before contracts are signed.
A BER is valid for ten years. If you had one done when you bought the home, or when you let it, and it is less than ten years old, you can use it again. Check the date and the BER number on SEAI's register. If you have made changes that affect the energy use, such as an extension or a new heating system, a new BER is the safer route.
What it costs
A BER typically costs €225 to €400. The price depends on the size of the home and the travel involved. Get two quotes. The fee is paid by the seller. The buyer pays nothing for it.
| Item | Typical figure |
|---|---|
| BER certificate for a house or apartment | €225 to €400 |
| Valid for | 10 years |
| Who pays | The seller, before advertising |
The cost of selling calculator puts the BER beside the agent, the solicitor and the other costs. The guide on the cost of selling lists every one.
Who can issue one
Only a BER assessor on SEAI's register can issue a BER. The assessor must be registered for the type of building: a home is a domestic BER. Search the name on SEAI's register before you book, and check the registration is current. See the BER assessor page for what to ask.
The assessor visits the home, measures the rooms, checks the walls, roof, windows and heating, and asks for any documents you have about insulation or upgrades. The visit takes an hour or two for a typical house. The certificate usually follows within days.
The homes that are exempt
A few building types do not need a BER:
- A protected structure, which is a building listed by the council for its special interest.
- A national monument.
- A place of worship.
- A temporary building to be used for two years or less.
- A stand-alone building with a floor area under 50 square metres.
- A building to be demolished, where the sale is of the site in substance.
If you think your home is a protected structure, check the council's record of protected structures. Everyone else needs a BER.
The penalty for selling without one
Advertising a home for sale or rent without a BER is an offence under the regulations. A fine can follow on conviction. SEAI runs checks on advertisements and on assessors. In practice, the buyer's solicitor asks for the BER before contracts, so a missing certificate also holds up the sale.
How a better rating helps the sale
A BER does not set the price, but it changes who can buy and what they pay each month.
Most lenders offer a green mortgage rate, usually lower than the standard rate, for a home with a BER of B3 or better. A buyer of a B3 home may pay less each month than a buyer of a D1 home at the same price. That makes your home easier to sell to buyers who are comparing. See the green mortgage rates page.
A poor rating does not stop a sale. Most homes built before 2008 rate C to E. Buyers of older homes expect it. What they do is price the upgrade work into their offer. The advisory report tells them, and you, what the work is.
Is it worth improving the rating before selling?
Sometimes. Attic insulation costs little for what it does. A new boiler or heat pump is not. SEAI grants cover part of some works, and the grant goes to the person who does the work, so the buyer can claim it after they buy too. If you have months before you sell, ask the assessor which changes move the rating most for the least cost. If you are selling now, get the BER done and let the buyer decide.
Getting it done in time
The BER is the first thing to book once you decide to sell, because nothing can be advertised without it. Assessors are usually available within a week or two. Book before you meet the agents, and the listing can go live the day the letter of engagement is signed. The guide on how long it takes to sell shows where the BER sits in the timeline.
Where this leaves you
Book an assessor from SEAI's register and add the fee to the cost of selling calculator. The selling journey lists the steps in order, and you can get quotes from registered assessors in your county.
Questions people ask
Do I need a BER cert to sell my house?
Yes. You must have a BER certificate before the home is advertised for sale, and the rating must appear in the advertisement. The only exceptions are protected structures and a few other building types.
How much does a BER cert cost?
Typically €225 to €400 for a house or apartment. The price depends on the size of the home and where it is. Get two quotes from assessors on SEAI's register.
How long is a BER cert valid for?
Ten years from the date it is issued, as long as you have not changed the home in a way that affects its energy use. You can reuse a BER from a purchase or a letting within that time.
What is a good BER rating for selling a house?
A B3 or better lets the buyer apply for a green mortgage rate with most lenders, which can make the home more attractive. Most older homes rate C to E. A poor rating does not stop a sale, but buyers may price the upgrade work in.
Can I sell a house with no BER?
Not lawfully, unless an exemption applies. Advertising a home for sale without a BER is an offence under the regulations. The buyer's solicitor will also ask for the certificate before closing.
